Planning Commission

Jul 7, 2010

The July 7 meeting of the Upsala Planning Commission was called to order at 6:05 by Dan Cheney. Also present were commission members Joan Olson, Lynda Tarbuck, Steve Woller and Dennis Westrich. Visitors included Dan Kron representing Linus Lehner and Charlie Gunderson.

The public hearing for the subdivision of Mr Lehner’s property into two parcels was held. Mr Kron presented the final plat for the subdivision. With the opportunity for public input given, MSC to recommend approval of the Lehner subdivision.

The second public hearing was then held for a variance for Dennis Westrich, who wishes to place two sheds closer than the setbacks outlined in the zoning ordinance. With the opportunity for public input given, MSC to recommend approval of the Westrich variance.

There was further discussion concerning the new proposed house for Bonnie Soltis on Main Street. Since Main Street is also a state highway, the larger state setback needs to be considered as well. However, if the new structure is not closer to the road than neighboring properties the commission still recommends approval of the permit.

An application from Henry Kuechle to build a new shed was reviewed. Front and side setbacks were met, but the planned 5’ setback from the alley was considered to close considering there is a sewer line that runs through the alley. MSC to recommend approval of the permit if Mr Kuechle increases the distance from the alley to a minimum 12’.

The clerk revised the city’s permit application form to include language that the applicant be aware of any soil and water restrictions that are out of the city’s jurisdiction. The new form also contains a sample map drawing showing the various setback measurements that are required.

The clerk had approved a permit for Sytek Communications for a new entry door.

The meeting adjourned at 6:50pm.
